RAPOR 1:

Üç-beş yaş arası on üç şirin çocukla birlikteyim her gün.

Sevgiler.

Proje detayları:
Project environment

The area interested by the projects, coincides with the XV and XIX Municipality of the Comune of Rome. The Municipality of Rome XV at the moment extends itself over an area of 70,87 Kmq. We can state that this is a relatively extended Municipality and in particular it includes the following areas: Portuense, Magliana Vecchia - Ponte Galeria - La Pisana - Gianicolenses - Marconi - Pian due Torri - Trullo and Corviale. It is not a very homogenous area regarding its inhabitants since it includes very different urban areas: residential areas occupied by a medium high population like the areas of Marconi and Gianicolense, and more suburban areas like Trullo and Corviale with a population belonging to a certainly poorer social class: anyway, a series of socio economic indicators are registered which signal a diffused state of different problems. The conditions and styles of life are characterized by subjects who not having a fixed income live in a condition of great precariousness with evident situations of uncertainness both regarding work and income. Besides the territory includes the presence of 3 nomad camps, of which only one is authorized and equipped and where the minors represent the 70-80% of the population of the under eighteen of age. Inevitably this has created situations of inconveniences especially for the population of under eighteen. Inconveniences expressed in many subjects who not having family type ties risk to be left in total state of abandonment. In 2006 the population was of 148.473 with a density of habitation of 2,95 inhabitants for square meter.
The XIX Municipality of Rome is mostly extended in the area north -north west of Rome; (as evidenced by table 1) and is delimited by two big streets: to the north by the Via Trionfale, the ancient Street of Triumph, and to the south by Via Boccea. In particular its space of action regards the following areas: Aurelio, Trionfale, Primavalle, Della Vittoria, Casalotti. Even in this Municipality is evidenced a particular social economic heterogeneity: areas where the people have a medium high style of life (Aurelio and part of Trionfale) and others depressed by strong factors of social economic lack of balance. The territory is therefore characterized by phenomenons like deviance and micro criminality besides a very strong scholastic drop out, mostly for the areas of Primavalle and Casalotti. In 2006 the population was of about 177.418 with a density of inhabitants of 1,35 for square meter. A negative decrease of inhabitants is registered of -3.026 with respect to 1991. However the overall of the population registers an increase due to the presence of foreign population, in particular the foreign population resident registers 77.122 inhabitants. Regarding the population of minors at the moment 29.070 residents are registered of less than eighteen of age. The total number is also affected by the elevated number of seniors with a presence of 36.925. This is relevant since the minor will anyway weigh on the community, meant as active population, even if he is not inserted in the panel of the subjects who belong, in economic terms, to the working force.
The Opera Nazionale per le Città dei Ragazzi, founded after the second world war is at the moment articulated into two youth communities, Città dei Ragazzi and Città delle Ragazze, destined to hosting young people of both sexes with psycho-social problems and at serious risk of marginality and deviance. The aim is that of promoting, through the pedagogical method of Self-government, an harmonious growth of the personality, by improving the capacity of self-determination.
No specific rules of living together are given to the volunteers who wish to follow the projects, except that of conforming to this style, planning a significant participation to these rhythms of life. Programming the participation to the meals in common during the day except for periods of holidays or permits and planning to participate in a significant way to the initiatives of aggregation and socialization of the community: feasts, recurrences, special events and excursions etc.
For the rest the volunteers are asked to respect general rules of living together in a community for example: respecting the rhythms of sleep/activity of the guests and consequent observance of the hours of silence, taking care of ones space and of the common spaces, collaboration in the management of the daily domestic chores. Finally it is well to keep to mind that our community frameworks are above all educational settings, in which the behaviour of responsibility, civil acting and legality, that we want to transmit, are mostly mediated by the example of life of the educational staff present: professional educators, pedagogists, volunteers. It is necessary that the volunteers share this approach and conform to it, conforming themselves to the styles of education present and cooperating for that general "educational coherence" which is the first pedagogical principle that our services mean to express.

Volunteers activities
The socializing educational and ludic recreational activities in favour of the guests will be of various type: sport, cultural, laboratorial and of participation to formal and informal groups which will be accompanied by offering support for study through formative trainings and other things. The implement of activities of socializing sort are in fact oriented towards the psycho-affective inclusion of the protagonists.

The Opera Nazionale per le Città dei Ragazzi suggests this type of projects of development since it is the volunteer who first makes better educational capacities following a bilateral logic of learning where the activities and the roles do not substitute the persons on site, but are near to them in a parallel and continuative support.

It is exactly this efficient action of subrogation of the social activities, which support but do not substitute the combination of educational interventions, which the projects mean to carry out and concretize so as to offer to the volunteers opportunities of growth and involving their capacities to exploit their talents. In fact what is wanted is not only a passive contribution, but conceived actions through personal programs with the aim of involving the active aspects of the person and not only of competences identifiable in a greater reliability in the area of assistance to minors in need according to the planning of the educational intervention, for the support and animation.

The volunteers will participate to some of the activities of the project, offering their contribution to support the staff in a coordinated and gradual manner and without substituting the organic personnel of the services, according to a principle of proportionality between competences of entrance, competences acquired during the year and capacities developed.

volunteer profile
The Opera Nazionale per le Città dei Ragazzi will give the possibility to all those young people who are supported by strong internal motivations and interest so as not to preclude a formative experience because of the curriculum, which often does not reflect absolute values, tied to principles of integration and solidarity. Guaranteeing the maximum clearness and seriousness the volunteers will be chosen according to their will to be part of situations in line with the association and the principles of solidarity and tolerance.

The Foundation is interested in cooperating with all those institutions which have contacts with young people and allow their potentiality to come out. The basic strategy of the Opera Nazionale per le Città dei Ragazzi will be that of interfacing with associations of volunteers, youth associations at European level and proponents of professional formation, in other words organizations which have as main goal the activity with and for young people as suggested by the Youth in Action Program. Supporting active organizations in this sense allows the youngsters to be the protagonists in an including optic aiming at a target without sectors.

The institution will conform to the safety measures of the legislative decree 81 of 2008 for the risk of the correlated volunteer and cooperates both directly and through its members with the local staff where young people are inserted and with whom dialogue is an invariable. Strong of the collective dimension of the projects, the reciprocal knowledge is the base for respect and therefore the protection of the youngsters who during the service will be accompanied by the people of the place. The practically constant contact with a tutor of the project of Opera Nazionale per le Città dei Ragazzi will contribute to the reduction of these risks and to prevent problems of adaptation. The insertion of the youngsters will therefore be gradual and accompanied to favour the integration in the hosting facility.
Motivation and EVS experience
The Opera Nazionale per la Città dei Ragazzi, for more than fifty years, has been managing projects for the educational formation of disadvantaged young people and communities at risk. Having an active role on the territory, we think that the Program Youth in Action, and particularly Action 2. European Voluntary Service represents a significant opportunity of enlargement and deepening of its own educational activity of the young people, since it brings a dimension of citizenship and European solidarity, declined through mobility and interchange of youngsters which also certainly indirectly favours the cultural development of our territories and social frameworks.
The Opera Nazionale per la Città dei Ragazzi shares the basic principles of the program and identifies itself in its aim: giving European youngsters a sense of active citizenship, of solidarity and tolerance, involving them in the construction of the future of the Union. It intends to cooperate to these aims stimulating the participation of youngsters of the UE to local initiatives of social solidarity offering informal chances of learning and intercultural dialogue, favouring the involvement of all youngsters independently from their studies, social origin and cultural store.
The Opera Nazionale per la Città dei Ragazzi up to now has not participated to SVE projects. It mean to candidate itself with a project as Hosting Organization starting from the deadline of the 1° of April 2011, and from then on to participate to at least one project every year

Description of the organisation
The Opera Nazionale per la Città dei Ragazzi is a web of services and projects of social - assistance type present in the city of Rome. It manages projects and social - assistance services of residential type in a community framework for disadvantaged minors in conditions of serious psychological and economic social disadvantage. The projects aim at consolidating better levels of social integration, growth and maturation of its beneficiaries in an equilibrated relation with the territory and the belonging framework
Within the ordinary management of its services for minors in Città dei Ragazzi e Città delle Ragazze are continuously carried on activities of re-socialization of ricreative ludic sort, laboratorial, and educational, conceived with the aim of following the institutional goal of the services, which is the reaching of the highest possible level of social integration of its beneficiaries.
These activities are coordinated and managed by the equip and the voluntaries of the two Cities, with three persons responsible formed according to the current national and regional law for the authorization to function of the services, as well as a "model" equip of coordination, with function of transversal planning of the activities and elevated socio psycho-pedagogical competences; participating are, 19 professional educators, a social assistant, a psychologist, a person to orientate and the coordinator of the educational project. This equip has elevated competences of formation and management of voluntary service and a setting out of socialization directed towards social inclusion of the protagonists.
